Will this hold a 70 lb., 89" long Safety Squat barbell without tipping or having any other stability issues?

It should. I am storing an 89" long, 60 lb. Rogue Trap Bar in the center hole. It's not going anywhere, primarily because the weight of the Bar itself helps keep it stable. While I haven't tried to do so, I wouldn't put this bar in any of the 4 outside holes precisely because that "might" create stability issues. It's a nice storage box.

Does it have to be bolted?

I didn't bolt mine and it's fine. I have 3 barbells in there.

Does the deluxe version have holes to bolt down as well?

I have the deluxe version and mine doesn't have any visable holes from above. I didn't flip it upside down to look at the bottom but it doesn't appear to have any. That being said I have had 1 - 3 bars loaded in mine at any given time including a trap bar and it hasn't wobbled or felt like it was going to fall over at all. I have been using it 5x a week in my home gym pulling bars in and out with no issue. Haven't thought once about bolting it down.
