What do you use to fit the rod with to start the fire

You can purchase a metal striker or use a knife. Also, a piece off an old hacksaw blade works well.

Can you cut this into smaller pieces?

You probably can cut them smaller with a hack saw. But why? Shorter makes it harder to hold, and has less throw when it comes to producing a good spark.
