How does this do with salt... winters in new england get very salty. i want to dip my winter rims a glossy black. will they withstand the salt?

This holds up to salty conditions well. To give a personal example I have used this over some external components on my salt water fishing boat. Those components are submerged every time the boat goes in the water and the Plasti Dip has worked without fail.

i want to spray a purple matte helmet & a bright orange matte helmet. will this work? or items have to be glossy/plastic?

any plastic item can be sprayed, this is for black, not purple or orange

How would this hold up on a window facing the afternoon and evening sun? Will it eventually harden and not peel off easily?

I don't think it would harden. If you use the black it will get warm and probably radiate the heat into the room.

Is it matte black or glossy?

This is matte black. All plasti dip colors are matte finish by default unless you use an enhancer top coat like glossifier, or metalizer.
