Does this also dry towels?

The chamber of the Towel Warmer is not meant to hold or dry wet towels.

Does the Towel Warmer have to be plugged in to heat towels?

The Towel Warmer must be plugged in when intended to be used because a large amount of power is needed to evenly heat the stainless steel chamber. It should be unplugged and the cord stored in the storage underneath the unit whenever not in use.
