would this stick to cement basement walls?

I haven't tried to stick them on the basement walls. Depending on moisture in the concrete wall and how smooth the surface is. The drier and smoother surface will have more success. If you have a finished, sticking them to painted sheet rock, you will have no problems.

Are these two sided? Can they go on a window and be seen from inside abd outside

Yes they are solid black on both sides so should do great on windows too

I've had these for a long time now. they stay on the wall good. They look nice. Not very easy to use decals really in general so I'm glad they weren't a pain lol. Came with a practice logo label. No directions though
