What size amber bottle does this fit?

It's not the capacity of the bottle it's the opening. It fits 28mm opening. For instance I had 2 bottles same size from 2 different pharmacies it only git one of the bottles I hope this helps

Can you screw the cap back on with these in the bottle?

Yes these are inserted into the bottle flush, no interference with cap

Will these fit cough syrup bottles or Children's Motrin bottles??

No, this is for 16 oz bottles which are 28 mm wide. I think for smaller bottles it's 24 mm but don't quote me on this.
