Yes. It looks beautiful on cardstock. I use it on cardstock for cards and scrapbooking paper.

What primer and sealer would I need to use this paint on metal jewelry?

I wouldn't use that on any jewelry I use it for picture painting

Could this be used outdoors

It can be used on just about any small project but if it's going to be used for something that will be outdoors I would for sure use a sealant.

If using to paint feathers for earrings, should I heat set for longevity or to make permenent?

I believe that it will work this ink does not work for expoy it has something in the ink that makes that not work well with but I think it is fine its good for clothes and other projects but if you are looking for INK paint don't use these
