Will this rim fit a 2005 honda crf450x?

They are confused as rim is an IC408 if it was an ICK it would be ICK608 which is an A60 rim which are stronger and more expensive. Either way they are both 36h.as that is what Honda fronts are. The rear is a 32h and on the X model it would be an 18" not 19".

Is this a tubeless laced wheel? or does it need a tube?

This is just a rim by itself - if you want to make a tubless wheel you need to seal the spokes in some manner.The rim however, has a safety bead similar to a tubeless rim.

Are we sure this will NOT fit a 2020 wr250r stock spokes and hub?

Check your factory specs of your wheels. The width may be different
