Q: What size would you put on a 10lb cat?

I got a size small for my 10 pound dog.

Q: Can it be worn over a harness? And does it have an opening to fit a D link and leash if I put it over the harness?

Depending on how much bigger you get the costume than your dog’s measurements will it fit over a harness. No opening for a d link, it does have a clip on top, but it is flimsy.

Q: Will a large fit around a 30lb cocker spaniel?

It fit my 30 ish lb Corgi, with a bit of modification. It’s easy to add a bit of Velcro if you need to. It was $3 at a craft store and five minutes of sewing (tacking with a needle and thread). It was adorable too!
