No, although the markers are neon colors and with very little light you can still see what you've written on it, this magnetic black dry erase board does not glow in complete darkness.

Can I clean it with rubbing alcohol?

you shouldn't need rubbing alcohol to clean. should wipe with a dry rag, or if really necessary a little water on the rag.
