Isn't this wire a 12-2 w/ ground? Why 12-3?

Amazon customer is correct. Normally, the cable would be described as 12/2 with ground. In AC circuits a green wire can never be used to carry normal current. It only functions as a ground wire bonded to metal frame of appliance, motor, metal frame, etc.; and only carries current in situation where a short occurs from powered conductors to frame or motor. As noted, if used in a 240 V circuit, the white wire MUST be taped with a non-white, but not green, colored tape or paint. Importantly, this recoloring must be placed on both ends of white wire, and any intermediate splices.
