How long does it take to get cool/ chill a bottle of wine

That may never happen. This is ideal to keep a small drink cold, like a 12 ounce can or bottle. When I tried to chill a 16 ounce bottle of soda, it only chilled the bottom half.

You need to add water, and you can always wipe the can off. I had to return mine because it never worked can never got cold. Do some more research before you buy.
