Hi, Dear customer. There are two parts: 1.This neck fan can flexibly adjust the direction 360°, Please look at the red part, it is much longer than the old version which means more flexible and allows you to find the most appropriate wind direction. 2. the colored lights.

Can these work non-stop while plugged into usb port?

Yes. And BTW, to keep this usb fan working life and work for your perfectly, we suggest you should use it after the battery is full.

What is the decibel level at each speed of the fan?

Not sure but the low speed isn't loud and the highest speed is loud but nothing annoying in my opinion. This fan is amazing and totally worth the buy

Do you have to pull your hair back? Any successes with leaving your hair down?

You can leave ur hair down if you dont move around much. My suggestion is to just pull it back. Not worth getting it stuck and knotted. This fan is awesome!!!
