Do I have to use black and white as a base color?

No, but the colors pop more if you do use black or white.

How are you supposed to use this?

Use a black gel polish cure it and then dip the eyeshadow brush in the chrome nail powder but just a little bit and rub the powder on the nail hard the chrome powder will start to settle on to the nail. Once you get your desired color then dust it off and top coat it and cure that.
