This is a stand to hold open the bags for filling, but it is JUST as USEFUL to dry the bags, either the same way using the clips or just drape the bag over the stand (water drips out faster this way). Yes, they are made from food grade PEVA which is highly recyclable. The very bottom of the "material type" is listed as "Recyclable and Food Grade PEVA." I Googled PEVA to confirm that it is indeed recyclable.
