I would say #4. I used a 1/16 wood drill bit to mount into wood. I think you would have a tough time mounting into concrete. I don't think they make a concrete screw that small let alone a concrete bit. **Q: I am confused...received these and only part of them have the protective plastic over the solar collection panel. Would that indicate these are used?** A: The plastic over the solar panel is simply there to protect the lights when in storage or during shipment. It should be removed when the lights are installed. There is a small piece of plastic inserted into the light to prevent the battery from contacting the ground wire and completing the circuit. This is to prevent the battery from draining and to retain a charge so the lights will work straight out of the box. If that plastic tab is intact, these lights are factory new and you should have no problem using them.
