Q: How long does it take for the timer to finish? Would it be appropriate for a "time-out" timer?

Not much. About 2 minutes. And I don't think is good to be used as a timer unless is for fun. It varies the time it takes when you turn it around for the liquid to accommodate to start dropping

Not sure how much exactly, however when comparing to a liquid measuring cup it has close to 6 ounces. So more than the 2oz threshold TSA allows. Have you thought of packing the toy the rings and water? That one can be filled with water once you go through security. Assuming you want it as a toy and not necessarily a timer.
