Amazon has it. You need to buy a set of balls and it comes with them.

Are these the professional pool rules?

Basement pool rules maybe... but definitely not BCA or Bar rules. There are some on there that get used, but not all (making a ball on break does not mean you're that ball.. just means you get the next shot in BCA and Bar rules... table is still open on break, for example).
