Is the item a 12 pack or a single pencil?

Just ordered what is very clearly described and in the photo is a 12-pack for $18.20 + $5.95 shipping. Only one arrived. Office Depot says it's only supposed to be one. That's the most expensive mechanical pencil I have purchased (and got refunded for). Seems they have had this problem with their listing for 2 years and have not yet corrected it.

Has this problem been fixed? Are there 12 in the box now?
