what is the ingredient list?

Camellia Sinensis Leaf Water, Butylene Glycol, Glycerin, Luffa Cylindrica Fruit Extract, Oryza Sativa (Rice) Extract, Hibiscus Esculentus Fruit Extract, Betaine, Trehalose, 1,2-Hexanediol, Aqua(Water), Artemisia Princeps Extract, Panthenol, Sorbitol, Sorbitan Sesquioleate, Ethylhexylglycerin, Laminaria Japonica Extract, Sodium Hyaluronate, Hydroxyethylcellulose, Disodium EDTA, Hydrogenated Lecithin, Ceramide NP

is this the same thing as 'essence'? i.e. goes on after toner, but before serums and moisturizers?

Yes! I love to use as a toner as well! Very hydrating!

Would this work well to set makeup? I'm looking for a mist that provides a dewy finish, but not sure if this is moisturizing enough.

This is super dewy finish! If you do use as a setting mist spray on a beauty sponge because it does dry down a little heavy. But it leaves such a pretty finish
