I plugged battery in and charge light went out do I continue to leave plugged in?

If it's fully charged then it's fully charged. Try playing it until it red lights (low battery warning). If the time it takes to red light is way too short, somethings wrong. If the gameplay session lasts as long as it should (or longer), then all is well and the battery must've been shipped mostly charged already. If it didn't charge AND it doesn't turn on, make sure the gba sp battery tabs are clean and sticking out far enough to make proper contact with the battery (known issue with nintendo handhelds from sp forward). If it still doesn't charge AND won't turn on maybe you got a dud.

I am about to do some exhaustive testing of this battery, does anyone doubt the capacity?

Not really any doubt. Not sure why the testing. Works fine in my gameboy
