Can the cans be switched, or are they set with larger on left?

You can switch them. I have the larger on the right side.

There was a black piece of plastic at the bottom of the bin. What is it?

This is probably your chance to send the bin back. Mine broke after 4 weeks, right after the day of the return period. Very poor quality.

Whats the height of the trash can?

19.4 WITH LID CLOSED. AND 28.4 WITH THE LID OPEN.

How many gallons of trash does this hold?

7.9 liquid gallons and 3.9 liquid gallon
