Are these too big for fly fishing?

Most are yes. I would not suggest swivels for fly fishing. I use weighted line with a 4 ft. leader and tie the fly directly to the leader. Good luck & tight lines.

Are they for saltwater fishing

I have used them recently in saltwater, and they held up well. Whether they will hold up long term is yet to be determined.
