Instructions say tp use alkaline batteries (2, AA alkaline).     Will lithium, or rechargeable, or lithium rechargeable batteries damage it?

I'm using a single 3.6V lithium rechargeable battery without issue. So it's slightly over driven in terms of voltage as total voltage with 2 standard alkaline batteries is 3.0V. There are 3.0V lithium rechargeable batteries available but I prefer the improved performance of a 3.6V battery & so far (over 10 years on a Braun but only 1+ months on the Panasonic) I've had no issues.

does this shaver have a lift and cut feature?

Foil shavers do not have "lift and cut". That's a Norelco/Philips feature on rotary shavers, which use two blades, one following the other.
What a foil shaver does is to press down on your skin slightly, allowing it to cut hair below the surface.

For jbix - foil shavers should only be pressed gently to the skin. If you press hard you will wear out the foil prematurely. I used to wear out the foil on my shaver quite quickly. Now that I started using them more gently the foils last almost forever, and I get just as good a shave.
You can also get tears in the foil if the cover slips off when traveling and the foil gets dented.
