If you are asking does the iron slip when placed on the pad, the answer is no. I have a professional system and my iron doesn’t shut off, sometimes it’s on for hours depending on what I’m working on. Heat resistant so that the ironing board cover has never burned. Holds the iron securely when in the resting position. I love it just wish it was larger so that I could place it in any direction. This is something that I will buy again if needed. I sew everyday and my ironing system is the reliable steam unit, so my iron gets really hot

Q: Can both sides be used?

Not in my opinion. Only one side appears prepped for the iron to rest upon.

Q: Can this be used atop a dining table? That's where I do my quilt piecing?

I think so. Just to protect your table use a towel or pad underneath it. I have it on my ironing board and it doesn't burn it.

Q: Can you actually rest the heated iron flat on this iron rest?

You can rest your iron on the iron rest if you are constantly picking it up and putting it down (such as you would do to press open many seams when pressing quilt blocks), but I would not leave the iron on the rest for extended periods of time (such as while I am sewing together many quilt blocks). The iron rest is not as thick as I would have preferred so it does get hot if the iron is left on it for extended periods.
