Are the premiere pad 198 equivalent to the 3m scotch-brite 7445 white pad?

If you actually get premiere...than yes. I have ordered these 5 times and had to return 3 times for not getting what I ordered. Bait-N-Switch. I did complaint to Amazon and they pulled it off the site, but just make sure you get the real thing and not just labeled Premiere.

What steel wool equivalent are they? 0000, 000, 00?

I can't pin point the steel wool equivalent. They are made of a white fiber that is coated with a white resin that binds the fibers together. They worked well for me on a shiny vinyl tile kitchen floor without scratching. They are not very thick; maybe 5/16" thick. They did not scratch my tiles so they have to be mostly non-abrasive but I think I would not try them on a shiny Acrylic plastic part without testing on a scrap of plastic. I would say they fit the bill for general household cleaning. The white color denotes that it is the least abrasive. Green pads from 3M can scratch if used on a fine surface (not the green's intended use). Red 3Ms are even more aggressive than green. Not knocking those reds & green's but I would not use them in my Kitchen. These white ones do not scratch.

Do these scouring pads have a sponge layer attached? I prefer without a sponge, and these look right, but I want to ask before I order.

no - .. there is no sponge attached. just a scouring pad for scrubbing.

Is this tough enough to clean marble countertops without scratching them?

I have white Carrara quartz countertop in kitchen & only use warm soapy water & soft cloth to clean. Use windows for stains with soft cloth. Do not use light pads for countertop nor would I use on marble.
