Is that rat proof? i.e. they can't chew through it if used to cover a hole?

This is perfect for using as a screen in a pond filter ,,, it’s thin and as far as I know rats can chew through pretty much anything, consider an actual cage style wire

Can this be used to repair a Kettle Filter?

The mesh is quite fine and easily shaped, so yes could be used I would say

What micron is this please looking for 250 micron for a sieve filter in fish pond

This is 125 micron,,, ( 0.125 mm) holes The wire is 80 micron. ( 0.08 mm) i.e ,,approximately 5 holes / mm " " 120 holes / inch

is there a glue to stick it to foam

If one is using the screen for filtering then any glue will block the effect. Better to stitch to a ribbon and glue the ribbon. If you have some other non filtering use then any flexible glue should work such as evo stick instant bond.
