Is the 11" x 7" back made of steel or Plastic ? I wonder if a magnet would work.

It's 8-1/4" wide (21cm) by 11-7/8" (30cm) and is all steel. Magnets stick well. The remaining parts are reasonably durable plastic.

Yes there are 4 rubber pads on the bottom to prevent sliding.

Can the paper holder clips be taken off?

Both the top clip and the ruler clip come off easily, The flip up holders on the bottom are permanent, at least intended to be permanent. There are screws holding the bottom together so you might, maybe.
