can puppies use this?

It is a mild product, if a puppy has a problem and needs to use this cream then it may be best to take the advice of a vet. Older pets can have dry nose and cracked paws, puppies with these conditions may have allergies etc and need professional treatment. Hope this helps.

Any good indoors for helping dog slipping on floors?

Wouldn't have thought so. I use it on my dogs dry nose. Used to have a dog that slipped on floors and the only way I could help him was to have various carpet runners around or towels. Not good for their joints if they keep slipping about. I suppose you could try boots if dog would wear them but not for long term!
