Does this kit come fully assembled?

No. Like most model kits, this one comes with individual pieces attached to several 'sheets' of runners. The pieces must be removed from the runners and assembled per the instructions. As far as assembly difficulty is concerned, this kit would be considered moderate to advanced.

Yes it is. This is a more complicated build than the models released in the US in the 90s/00s. Instructions are in Japanese but, the pictures are very easy to understand.
