Q: Does it lay down in the same exact position all the time?

Yes, and in fact they also sell a much smaller piece of metal you can put down on the roof to "receive" the horn as it folds up and lays down on the roof....in the same spot, which would be on top of the metal piece to protect the roof from rubbing by the horn as you travel down the road. That piece is much cheaper, but also thinner and only is used to receive the antennae as it folds down. This part, SKA-8 is a mounting plate and is structural and is much thicker, and the entire antennae base will sit on this thing. It provides a serious metal structure to which you can mount the antennae to your roof. In my case the roof was not perfectly flat and actually had a slight crown down the middle (for water runoff, I guess). But it would interfere with the perfect mounting of the antennae base.. I took this plate and set it on a two by four and jumped up and down on the plate to create a slight curve in the plate to match the roof curve. Once they matched perfectly, I mounted it to the roof, then mounted the antennae to the plate and roof resulting in a very strong attachment. I would really be afraid to not use the plate as support. The roof, I don't think is made to withstand this thing mounted on the roof without one....Winegard recommends you stow the antennae in high winds....but if you are away and the winds pick up to 50 knots or so, just imagine the torque on the roof bolts! I highly recommend this plate.

If you're going to use the Winegard then for the preservation of your roof, I would use the mounting plate.
