Under what circumstances would you need this device instead of just attaching your water hose to the RV water inlet?

You may not. The only advantage is that this device has a shut off valve which is very handy for me. But the clear vinyl hose has a larger diameter than the inside of the water inlet on my RV. I had to find a smaller diameter vinyl hose to attach to the filler hose and use a small hose clamp to secure them together. It may fit your inlet on your RV but it was too large for mine.

Is this safe for potable water?

I use this filler to fill my fresh water tank. It is as safe as the water you use. I do make sure it is completely dry before I store it until the next use.

Can this be used to pull water from a 5 gal bucket using a pump attached to the rv fresh water hose? so water bucket, camco tube, pump, rv hose, rv?

Probably not. It is designed to filter the water from a water bib [faucet] and remove some contaminents as the water enters the RV supply hookup. I doubt you can pull water through it using an RV pump. You can fill your fresh water tank from a water bib and use the filter before the water enters the holding tank. They your RV pump will pull the water through the RV system.
