Instructions are rather vague for cooking. How long does it usually take after pouring the boiling water over the bulgur before it is ready?

I use a ratio of 2 cups of water or broth to one cup of bulgur wheat. When the water boils, I pour it over the wheat and maintain a high cooking temperature for approximately one minute. Then I put the cover over the pan, turn the burner down to a very low flame, and let it cook for another 14 minutes. I have found this method to work well. Before adding the boiling water, I toast the bulgur with a little oil in the pan until the bulgur turns a golden-brown color. I found that this adds more flavor to the dish.

How do I get a refund? Poor packaging: the cellophone bulgur pkg broke & spilled bulgur into the plastic bag it was shipped in: unsafe to use!
