Can this ladder be used more than once?

As of October 2020, "Notes" listed on Amazon under this product indicate that this ladder is designed for one-time use (as is the case, by the way, for the Kidde brand's version of this ladder). Copied and pasted below:

"Notes：

Designed for ONE TIME use only and should only be deployed in the event of a home emergency. ... "

Point being, a practice run requires additional ladder purchase. No doubt Hausse and the lion's share of other emergency ladder manufacturers recognize that repacking their product teeters on impossible, and tangling a deployed ladder is inevitable. If the ladder is then stored in a tangled condition, it has the potential to hinder escape and ultimately defeat its sole function -- saving lives -- in an emergency. The manufacturers are beset with addressing reliability, ease of use (weight) and affordability. (((The short answer in the litigious world we live in is that disclaiming additional uses of the ladder both saves lives and beats getting sued!!)))

How long/wide is the Ladder hook length? My window seal inside and outside is about 13 inches wide/length.

So sorry that I cant answer your question.  I bought the ladder for my grandson to use if he needs to get out of his 2 story apartment. The description of the steps should tell you the length and width.  If not?  Write to the seller.  Take care!

The info says to test and practice with it but it also says one time use, leaving me wondering how that works? Buy 2?

Yes, that confused me too.  I cannot answer your question because I returned mine.  It was too heavy for an 8 year old to handle.

Will this fit securely over a like a four to six-inch wide balcony rail?

It should, if your living in a apartment building and you are try to get down to a lower floors yes , but you might have to jump down the rest of the way. What I would do is hang on to the bottom of the ladder once I get to the last step and grab the last step so I won’t had far to fall.
If your building has a balcony yes you should be able to get outside .
