Mine arrived and they are just a few leaves and roots. Should I soak the bottom half?

I soaked them in a bowl of water for a couple of hours before planting them. They're showing good growth a week later.

which strawberries are best for hanging baskets ?

Strawberries aren't well suited to hanging baskets which will need constant watering and liquid tomato food. Difficult also to deter birds.

Arrived slightly damp and a bit smelly. how do i know if they are viable? how long before they put out new growth in october?

Provided the Center crown has not rotted , the plants should show a green leaf starting to grow if not to cold. Make sure you do not plant them to deep and in 14 days you should see some growth.

How long would you recommend soaking roots for?

I soak them for 2 days but I believe 24h are enough. I soak the plants for that long because I didn’t had time to plant them. You will have the instructions in the box and for the best result just follow those instructions.
