Are you able to write on this paper?

If you do write on it you will need a pen that will wite on glossy paper. The ink needs to be able to dry otherwise it will bleed.

How to stop the ink smudging off?

Sorry, can't help as this problem hasn't occurred for me. The only thing I can suggest is to give the ink longer to dry. I have used both laser and ink cartridges (Canon printer) without any issues.

Would this be any good for printing magazine style pages? I am looking for a thin paper for printing a photography zine to hand out when im doing stre

I use this paper for printing out pictures to go on handmade cards. I think it would make substantial magazine pages. Not as thin as the brochures you get but the picture prints out well.

Depends on how and what you want to wrap. It's double sided glossy which I use for a narrative and glossy photographic walk guide but with care I would think you could use it as an A4 wrap. Regards
