I was thinking of buying two of these to illuminate a flag. Could this be used as a spotlight for a 20 foot tall flag?

Definitely throws light higher than 20 foot. My trees are 60 to 80 foot tall and the 50 watt bulb illuminates to that height.

what watt lights for under trees?

I believe anything between 35-50 watts would work to shine up thru thee trees...these are 50-Watt. I replaced the 50-Watt Bulbs with 20-Watt Bulbs to highlight our porch flag and certain ornamental figurines placed around the front of the house.

Is the tilt angle on these adjustable? I would want it to point almost straight up. Thank you

Yes, the lamp has an adjustable head with a "toothed" piece you can move and then tighten with the screw. I do think it will point almost straight up.

Are these lights available in green matte finish?

I don't think so, however, you can spray paint these green if you need too...
