Size Gap Between Kid & Adult Sizes

Am I the only person with a daughter (age 13) who wears a size 2 street shoe? Has anybody noticed that the largest kids size is 1.5 and the smallest women's size is 4? There's no way her foot could fit in a women's 4 even if it ran small. Why is there a gap from Are size 2-3.5 ???
