How does it attach to the toilet?Can I just set this on the toilet lid up?

The legs are adjustable so once you get the right height, it just sits tight on top of the toilet seat.

I received this yesterday and we missing the screws so we cannot assemble it. How can I get the parts that are missing?

Don't be scammed. You DO NOT need to be buying missing parts that THEY failed to make sure were there. They should be sending them to you for free for their mistake. Return it and buy from another.
