What is the maximum weight this seat can take?

Sorry no idea, goggle it. But my 2 yr old still uses it when I need to do his hair

Can the baby twist in this seat ?

We didn't use this until baby was 12+ months and there wasn't any problem. Think if baby was quite small it would need padding out with towel.

Is this product suitable for a 4.5 month old baby?

My daughter was small so didn't fit it until nearly 9 months. It's on the big side. I loved it though.

Could this be used for a 7 month old baby

If your 7-month old baby can sit up unassisted, then yes. Note that trying to stand baby up to wash baby's bottom and behind baby's thighs and legs can be tricky because doesn't stand unassisted.
