Poor craftsmanship and quality
Fans were mounted backwards. Pulling air up and away from the heat sink. Fans needed to be unmourned and turned to get forced air to flow through the heat sink. Either mounting method did not provide enough cooling effect to allow the peltier modules to cool the water in the block. The fan mounting is of poor quality. Four screws are tightened through the fan chassis and the friction of the screw threads on the heat sink are the only thing securing it. There are no dedicated mounting holes for the fans. I kept the unit only because I have other resources available to make it work, and I was mainly interested in the peltier blocks and aluminum water block.

Exceedingly low build quality; no QC or final testing
I ordered two of these units and both are of a very poor build quality. Both units have all of their fans incorrectly installed, with the blades in contact with the fins of the heatsink; half of the fans are so bound in the fins they cannot even turn. Additionally both units had loose screws on the retaining straps to the thermal block, and incomplete physical contact between the retaining straps, thermoelectric coolers, and the water block. Both untis also had excess thermal transfer compound all over the sides of the units.
