My Japanese is a bit rusty; What does the instruction in the back say to sprinkle something?

I rub the flattening stone against the sharpening stone using running water.

Can you use the flat side to sharpen/flattening single bevel knives? would be useful to have this as a dual function stone

I wouldn’t use this stone to sharpen. The flat side can be used for major repairs and possibly for thinning but will negatively impact the life of the flattening stone more so than if you just used it for flattening.

How does this flattening stone compare to the Norton flattening stone?

Being that I haven't used the Norton flattening stone I can't give an honest opinion. The Naniwa stone has worked fine for me for leveling my stones.

will this fix a king 1000 and king 6000 watering stones
