In my opinion yes. Both buttermilk and sour cream are made by adding lactic acid bacteria to either milk (buttermilk) or cream (sour cream). However, this is simply an informed guess. Ask the company from whom you buy the culture this question for a definitive answer.

How much powder is in this package?

At least 1 Teaspoon. However, we err on the side of caution and give more. This is an heirloom variety and will reculture indefinitely. You will never need to buy starter again if you keep this culture alive. Hope this helps.
