can a strobe light be wired into the plus and minus of the incoming power connectors

On my unit I found a dedicated for a strobe. I did not connect a strobe so could not say how well it works...

How do you turn the alarm off?

This is just a siren, not an alarm system. When power is applied, it makes a loud noise. And when no power is applied, it is silent.
