Where is this caddy made? It says Imported (USA)? What does that mean?

It's made of some fabric material. The material seems sturdy, but the fit on a bucket is poor; caddy slips down when loaded with tools.

Does it have a hard bottom, or is it material on the bottom?

We have had at least 4 different brands; the Fiskars has outperformed all of them. Our original Fiskars is identical to this one, with the soft, material bottom. It has lasted over 12 years and it gets bi-weekly use for yard prunings. Some sticks poke holes, but the bottom is still intact as it does not rip propagate.

Does this Bin Come with a Zippered LID (like this Fiskar 9413 http://www.amazon.com/Fiskars-9413-30-Gallon-Gardening-Container/dp/B00005YX2Z/ref=

It's the 9405. It has great barrel buttons to keep it cinched down for storage. I like that better than the Velcro I had on the old one . . . I do recommend this one, though. After thinking about the zipper top, I'll go with the one I have. The garbage guy would probably ruin the lid . . .

will it come empty or filled with leaves as in the picture?

If you want it filled with leaves, it is an extra charge. Fortunately, those leaves are plastic and you can reuse them numerous times. Please make sure you do not mix with natural leaves.
