No.Nitrates are removed best by small regular water changes or from living plants in the pond or aquarium.

I have a hot tub and need to bring down chloine levels - is this ok to use?

I would think so, it's just sodium thiosulfate, which is the same ingredient in most hot-tub dechlorinators.

We use it only in our ornamental pond but it doesn't say don't use in pools
