It comes in one long ribbon and you need to fold that to cut in 4 pieces. The pieces seem short as you're sewing them on, but my daughter says they are long enough to tie properly. Don't forget to burn the cut ends so they don't fray! The ribbons we got were shiny on both sides and of good quality.
