Its for little kids to avoid live bait.** A: Yes, that is what it was designed for. Looks like a real worm, but it's not. Works great for bobber fishing for panfish. **Q: how many come in a jar?** A: A lot. I actually cut them in half and use them as halves, so it makes the jar go even further. Like another person said, I have been using them for a year and still have over half a jar left.
