Can anyone tell me what 25 pounds of this looks like? For example, how many shoe boxes would it fill? Or how much of a 4-leg sand table would it fill?

I also have a 4-leg Sand table about 2 ft wide and 3 ft long. The 25 lb bag filled it up less than 2 inches high. The sand is really great, feels wonderful and doesn't stick to the kids. But, I feel that the expense was too much to have toddlers throwing it is the grass.

Yes it absolutely is silica free. It's a good product and very safe.

Would one box fit inside the step 2 crabbie sand table

If you look up the Step 2 Crabbie on Amazon the specs say "Holds up to 25 lbs. (11.34 kg) of sand" I agree you would not need to buy this quality sand for an outdoor tray for little kids. You can go get builder's sand at a home improvement store or even if you want to be "sanitized" products go with a cheaper option. The main thing for this purpose would be to keep the lid on when not in use so you don't have to clean out bugs, twigs, etc. I use this product for Sandtray Therapy. It's a finer texture and clings better than builder's sand, which you want for sandtray, to sculpt and or add water and have it hold its shape. This does mean it's a little dusty.

When the sand is poured, i.e. from one sand bucket into another, does dust fly up into the air that could be inhaled?

A small amount of dust does occur. I suggest finding a recipe where you add mineral oil and create a dustless sand. It also clumps together.
