Is the "sand" just a brown sugar?

It is a sand colored sugar that does look & feel very much like sand.

?How many cupcakes will this cover?

It’s a pretty big bag we used it for a birthday I made 30 cake pops and 25 cupcakes and still have a lot left over

How big are the sea creatures? (beach ocean sea fish & pearls)?

It looks like the pearls are smaller and the fish are different than when I bought these, but the blue sugar is beautiful. It sparkles.

Are the pebbles edible as well?

Yes. They are made from chocolate with a candy coating to look like rocks
